The City of Deer Park, Ohio, is inviting consultants to submit a Request for Qualifications (RFQ) for the following:

BLUE ASH ROAD BUSINESS CORRIDOR MARKET ANALYSIS PROJECT

The City of Deer Park is seeking a qualified consultant to develop a market analysis for the Blue Ash Road Corridor. The market analysis will provide supporting data and recommendations identifying the types of land use products that could be supported by the greater Deer Park market in future redevelopment scenarios. 

The selected consultant will negotiate a fee and enter into a professional services agreement with the City of Deer Park based on the agreed upon scope of work.

The RFQ informational document may be obtained from the City of Deer Park website (
www.deerpark-oh.gov) and at the City of Deer Park Municipal Building located at 7777 Blue Ash Road Deer Park, OH  45236.

Blue Ash Road Business Corridor Market Analysis Project.

The City of Deer Park is seeking a consultant to develop a market analysis for the Blue Ash Road Corridor. The market analysis will provide supporting data and recommendations identifying the types of land use products that could be supported by the greater Deer Park market. These redevelopment efforts are planned in anticipation of the $5.4 million Blue Ash Road Streetscape project scheduled to begin in the Summer of 2019.

Market Analysis Scope of Work: Demographic and market data shall be collected from a variety of both available public and paid subscription sources. This data will provide a demographic and economic context for the market analysis as well as background regarding the market in general. The data should be analyzed to determine the range of possible land uses that could be supported by the market within the Business District study area. The market analysis shall utilize generally accepted methods to stratify the segments of the residential, office, and retail markets and associated sub-markets that may be addressed during the course of the study. The market for single-family housing and/or multi-family housing s.hould be explored applying generally accepted measures of housing affordability. The market for office and retail uses shall be evaluated applying generally accepted market measurement methods. Any land uses deemed inappropriate for the area and/or unsupportable by the marketplace would be identified and eliminated from any further consideration. The market analysis should ultimately focus on identifying the types of real estate products that could be supported in the market along with estimates of absorption. The analysis should estimate the magnitude of demand of the various targeted land use types. The analysis shall also evaluate the competitive supply of land use types in the market. Using this data, the consultant will work with City staff to select from the alternatives developed, the land use categories that should be targeted for public private redevelopment projects and for use in considering future CRA and TIF incentive packages.

Meetings: The scope of work shall include: one (1) presentation to City Council, one (1) presentation to the Deer Park Business Association, and two meetings with City Staff.

Overall, the project is anticipated to begin in July of 2018 with a completion time October 31, 2018.

Submittal Requirements: Please provide the following items in your submittal:

- Provide qualifications in support of your firm's expertise and experience in conducting market analysis reports in the context of land use I redevelopment efforts for public sector clients.

- Provide a resume for each individual working on this project.

- Provide 3 - 5 similar market analysis projects completed within the last 5 years for public sector clients.

- Provide a project approach not to exceed two pages in length.

- Provide 3 project references for similar market analysis projects completed for public sector clients.
